Is Obama trying to blackmail doctors with his new Health Care plan by withholding medicare for "cooperation"?

This is only the first step toward social health care.If Obama can get this in place,next step government controlled health care,the government will have all of your medical records and will make the decision if you qualify for future health care under guidelines set down by the government,not your doctor.He is lying how this will make record keeping easier and faster and will save time and money,,,,only a cover up for government controlled health care. I wish the doctors and hospitals would revolt against this.
