Where or When does the electoral College come into play, are they part of the Super Delegates?

The electoral college and super delegates are not the same thing. Super delegates only matter in the nomination process. The electoral college comes into play after the election. Each state has an electoral college, the number depends on the population of the state. They each go and vote for the candidate who won the popular vote from their area. This way states with small populations still get some say in who becomes president.
